Публікацію присвячено статусу та місцю держави у кіберпросторі. Піднімаються питання кіберсуверінітету та кібербезпеки держави. Окреслюються особливі можливості держави регулювання кіберпростору на законодавчому рівні. Окремо розглядається проблема зловживання державами можливостями кіберпростору з власними цілями та питання протистояння такій діяльності. Описується проблема кіберпростору на міжнародному рівні, а також проблеми міжнародного права у регулюванні цієї сфери.
